Creates or assigns a configuration variable in Otter.
Script usage:
Otter::Set-Variable( [Credentials: <text>], Name: <text>, Value: <text>, [Server: <text>], [Role: <text>], [Environment: <text>], [Sensitive: <true/false>], [Host: <text>], [ApiKey: <SecureString>] );
