Are license terms negotiable?

How exactly is ProGet licensed? I appears to be licensed by the server but then this line is near the bottom of the page:
For purchases of 50 users or more, we are amicable to negotiation on our standard licensing agreementDoes that apply to ProGet if so is that 50 users with defined roles and unlimited anonymous users or is that total users that could access the feeds?

It looks like that was a holdover from when it was copied from the BuildMaster licensing page :/.... It should say:
If you would prefer additional terms or an otherwise customized license agreement, we are amicable to negotiation for sales of 5 or more server licenses.
