FR: Add Manual and Automatic Tags to Imported (and all) Packages

I would like to be able to tag imported packages - to communicate why they were imported, whether they were security reviewed, note that the packages were from an external source, etc.
Also it would be nice if when a package is imported, it is automatically tagged with the site it was imported from, like "nuget.org" or "chocolatey.org" or "yourcompanyCIserver"
