Visual Studio 2017 Package Manager Slow Offline

When I connect proget to visual studio in a completely offline senario the performance is very slow. It takes about 40 - 120 seconds for control to be return back to me so I can type a search. Any ideas?

Most likely, Visual Studio is trying to talk to nuget.org and other services. You can use Fiddler to see what connections are being made.
