dear, I created website on IIs ,however, I couldn't open the webappclient from browser. I just find that there is no any webpage in the install file. I didn't know the reason, I wonder is there anything else I need to do so that I can login my own ProGet Server through webapp client. If you have any idea please mail to me, thanks!

I would try reinstalling it.
I didn't have to create the site in IIS.
