Cannot update when using Azure DB

I have an Azure DB to store Proget data.
I tried to run the installer to upgrade from 4.0.8 to 4.0.9 but it halts with the following message: "Database xxxx does not exist and the current user does not have the privileges to create it."
The database already exists and the user has full privileges...Product: ProGet
Version: 4.0.8

The user running the installer needs to have the appropriate database access.

I managed to perform the upgrade. I had to stop IIS before running the process and run the following command:
ProGetSetup4.0.9.exe /Upgrade /S /BackupDatabase=false
